Wireless - Who? What? Where? How?

I just bought a laptop with wireless capabilities. I'm absolutely clueless. There is a SECURE wireless connection in my area, however, I don't know how to partake in this service. Who do I call to sign-up? Is there a way to have wireless all the time? ...I mean like a world-wide network and no matter where you go you can use it. Also, is there a way to use your wireless phone service to attach the laptop to gain these type of capabilities?
