I currently have cable modem going to router with 2 phone ports since i have VOIP and was wondering if i could put a wireless router in the wired one and have it work?

no i am using a plain router with two phone ports. I just need to know if you can plug one router into another?

yes, you can plug a router into another router. But only if know what you are doing regarding DHCP and address ranges, and even then you may not get what you are seeking. Though it may cost slightly more than a standard wireless router, you should get a plain wireless access point. It's just an add-on wireless port that relies on the routing capabilities in your current router.

Could i hook up a wireless access point where ever there is a ethernet cable? Like in my college dorm room? So I can get it to use at home and college.

yes, you just plug an access point into an ethernet port and whatever would normally be going in and out that network node will now jump across the room via wireless.

no, you shouldn't plug it into your dorm room ethernet port until you check with your university computing resources department. Some schools don't mind having wireless access points running in the dorms, other schools forbid it. Check first.
