Range/batteries

The batteries are new, and the fact that its doing the same thing on multiple devices puzzles me.
Also, as soon as the computer is turned on it works fine. Its only after half an hour or so that it starts to glitch.

The only times I have this issue

Is when the batteries get too low. I do have an old logitech and it's range is pitiful. Usually much better on other models but this one I had to move the unifying USB dongle to the other ports to get it to behave.

That's all.

Either the PC or device is defective. Can't tell where yet.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
