Wireless communication system from physical layer

Hello ! I am first of all sorry if this is already asked elsewhere. I am a Grad student and now I am in an interdisciplinary student stuck in Mechanical department and I need to develop a wireless system from the scratch. My transmitting medium is different (using water medium with 30 KHz of EM radiation). As this was done previously only for submarine communication, most of the literature data is classified and are offcourse ancient. I have transmitted and received radio waves through water for field and have now calculated fft. I was able to get some filter designs from literature and so have performed that. Now how do I proceed from here ? I want to incorporate OFDM in this and want to develop it till MAC layer.
