One of my machines used to do that. Until I found the cause I found that another USB port on the rear of the motherboard worked fine. Later I updated this machines BIOS and MOTHERBOARD DRIVERS and the issue went away entirely.

I really got used to this optic USB wired mouse. It's an old one but the way how my hand got used to it is the most important for me. So I got this new Windows 7 desktop. It recognized the mouse without a need for any drivers and the mouse works without a hitch, but when I reboot that desktop the mouse doesn't work. To fix it I have to unplug it from the USB port and plug it back in. This seems to happen every time I reboot. Is there any way to fix this?
PS. I do not have a driver for it. The mouse has the IBM logo on it and that's as much as I can tell about it.
