Almost all wipe the drive.

And if you wiped a partition then I see the restore partitions fail or Windows fail.

Is this that old question of how to wipe a drive but keep Windows?

I'd use the Toshiba way to bring the laptop back to factory conditions from the recovery partition or whatever it's called (the recovery disks that came with the laptop or that you made will be fine also).
Then install ccleaner (free) and use that to wipe all the (free) space on the c:-drive that's left. And all other drives.

A simple and proven 2-step process to what Bob calls "wipe the drive but keep Windows".
