wipers not working properly

2014 ford wipers only work on high speed. no one can find the problem.

Or some resister pack it connects to from the switch.

Hi,ej; James is more than likely correct. You can disconnect the connector at the wiper motor and check for voltage with the wiper switch in the different modes (KOEO). I have run into wiper motors doing strange things like this.

First you need to check all resistor pack, and confirm if it is connected to the switch or not?
