WinXP load screen freeze w/ 250gb One Touch II drive

I run winxp on a 80 gig sata drive, i have another 60 gig parallel drive, and an external maxtor 250 gig usb drive on an ic7-g. whenever i boot with the external on, it would stall at the winxp (pro) load screen. if i turn the drive off, it'll boot fine, i just have to turn it on after winxp leaves that screen. i recently took the drive out and installed it as an internal drive via parallel ata. it does the same thing unless i unplug the power to the drive and plug it back in after i boot which is a pain because i have to move/open the case. i've already flashed the bios and did a windows update and i've tried disabling the drive through bios but i still have to unplug/plug it in. what's causing this??
