winlogo.exe-Entry point not found

My friend was having trouble with her pc, so we were trying to uninstall ie6 so we could reinstall it. Anyhow after we did this and tried to restart the computer we keep getting these messages and we can't get on. The first message is winlogo.exe- entry point not found......the procedure entry point AssocIsDangerous could not be located in the dynamic link library SHLWAPI.dll...then you click ok.......then we get this message..User Interface Failure.....The logon User Interface DLL msgina.dll failed to load contact your system administrator to replace the DLL or restore the original. She has WindowsXP. Can anyone tell me how to fix this?

Thank You very much for the help. She didn't have a XPcd , all she had was a restore disk, so we had to do that,but now her computer keeps shutting down. It says System Shutdown, something about NT Authority System and it says Windows must now restart because of Remote Procedure Call, so it keeps restarting. Do you think this is a blaster worm? We can't even do updates because it won't stay on long enough.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
