Windows10 and Recovery

I WOKE THIS MORNING AND SAW BLUE SCREEN WITH AN ERROR CODE 02xc0000017 there isn't enough memory available to create ramdisk device, iit also says ; YOU' LL NEED TO USE RECOVERY TOOLS, IF YOU DON'T HAVE ANY INSTALLATION MEDIA FILE (like a disk or USB device contact PC administrator or PC device manufacturer.

CAN ANYONE HELP THIS SENIOR CITIZEN?

You need another PC or a friend to create the FREE from Microsoft Windows 10 install and repair USB stick or DVD.

I take it all startup options fail here. Even safe mode.
