Actually it was two problems but this fixed both of them in order. Then the downloads started and updated like a charm.
Clear the proxy cache by typing these one at a time at a command prompt.
proxycfg ?d
proxycfg ?u
Then reregister .dll files by typing this at a command prompt.
regsvr32 msxml3.dll
Restart IE and try the updates again.

Thanks, Crackmaster. Your method solved the problem for me on multiple machines.
Now, of course, I'm curious about what exactly goes wrong when Windows won't update, and why those commands fix the problem.

I'm not sure how to get to the command prompt to do this.
I can never get the updates either, but then again, I keep reading posts saying that the updates aRe dangerous to your computer.

One of the best French door fridges we've tested

A good-looking fridge with useful features like an auto-filling water pitcher and a temperature-adjustable "FlexZone" drawer. It was a near-flawless performer in our cooling tests.
