Windows XP is completely different

I reinstalled XP on my computer yesterday because I was upgrading my motherboard and processor, and after everything downloaded, I began installing my regular programs. After I was connected to the internet, i noticed that when you scroll, the page lags and crawls downward many times. I downloaded Internet Explorer 7, thinking it would fix the problem. It didn't. All pages still lag when you scroll, even when im not online. Everything I do lags and crawls across the screen in the direction I moved the window. So I tried changing the startup programs to see if that had any effect. I went in msconfig and disabled all startup programs. Now, to top it all off...my computer looks like Windows 95, I can't change the way the taskbar and windows look like AND I don't have an internet connection anymore! I'm so confused!

Any help is greatly appreciated.

The problems is with Drivers. You need to install

The Motherboard drivers and then the latest Video driver.
