Windows XP Installer

I'm getting a message that programs will not install. It downloads the program but it won't then install it. Instead a message pops up saying windows installer can't install the program and this could be because the install program is either not properly installed or it's running in safe mode. As far as I know it is not running in safe mode and I have not reinstalled the installer. Why would I get this message? How can I fix it?

Because there are new installers and programs may use the newer installer. There are plenty of other reasons like spyware damage but the one thing I see here is that you may have done nothing. Either in updates or in tackling this issue.
