Such as the percentage may be 0.00001% which may truncate to 0.
If fragmentation is this small, you can move on to bigger issues.

I defragged my hard drive the other day and this morning I checked my fragmentation and it lists:

File fragmentation = 0 %
Free space fragmentation = 0 %
File fragmentation
Total files = 94,469
Average file size = 418 KB
Total fragmented files = 384
Total excess fragments = 1,213
Average fragments per file = 1.01

40 37 MB
