Windows XP Control Panel link in the Start Menu

I not able to access the control panel in the Windows XP Pro.

When I click the panel link the screen just flickers and goes back to the desktop screen and no menu appears.

Do I have to restore the Windows or is there a way out too?

I will appreciate the help on this.

Try System Restore in Safe Mode to a point prior to when you first noticed the problem.

sounds like spyware has changed some of your files
IE: control.exe or rundll32.exe or could be both if you have your xp disk i would get a copy of the files from there. note you will have to turn off windows file protection to be able to delete the old files

I've read these postings with interest.

My problem is not quite like that mentioned here. As here, my link gives me the same message. However, I found that I CAN access the control panel by creating a shortcut to it. I can also access it by editing the START properties to display the control panel as a "menu".

In addition I have several links within the control panel that elicit the same message as above.

In my case shall I still attempt some of the fixes mentioned here?

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
