windows xp, cant change com ports

Thanks in advance for any help,, using a gateway laptop, running windows xp media center. using a pc card for a serial rs232 adapter, when I installed the card defaulted to use com4, need it at com1.. when I go into device manager and click properties for the card, I dont get the port tab that all the help ive located said would be there for changing it. I do have administrative rights for my log on,, I have also tried to logon in safemode as administrator, but in safe mode the card is not loaded and there still is not any port tab in the device manager.. what am I doing wrong??

I use a lot of those USB to 232 devices.

I was hoping for a solution without the extra cost of a $100.00 program,, here is my main issue,, I had the option th change the ports before, last week my system crashed and I had to use the recovery disk, now that I reloaded everything I cant change the settings.

Sorry but there were other solutions I've seen in the past for less. I only noted that one since sometimes people will not look if I supply the words.

Since I don't own your card I can't replicate the issue but will share the old Belkin USB to RS232 seems to be "no problem" with that COM1...
