Windows XP Backup Utility?

From the Microsoft web site I downloaded a KnowledgeBase Article #308422 entitled "How to use backup to backup files and folders on your computer in Windows XP." The article stated to go to Start > Programs > Accessories > System Tools, and to click on Backup. The trouble is that Backup is not among the items that appear in the drop down menu.

Anybody know where it can be found?
