Windows will not retain size

I have Win Xp SP3 Home Media Edition.
I don't know why, but now everytime I open a new window, it opens in a smaller window. I had this problem before and remember stretching the window to the size I wanted and exiting. From what I remember, that seemed to reset and new windows appeared with that size. It has happened again and nothing I do resets the window size.
I tried stretching window and exiting, resizing window and press Control key while exiting. I tried maximizizng and exiting. Is there a way to reset the size of the windows?
