But you tried the Vista dvd but I didn't read where you set the machine's bios to boot from dvd. And remember as machines age I see them lose boot capability from cd/dvd so when that happens we slip in a new drive after we cleaned the lens.

When booting up Vista home basic on my Dell Inspiron 1520 laptop a screen message appears
CONFIGURING UPDATES 3 OF 3 -0% COMPLETE
DO NOT TURN OFF YOUR COMPUTER
After a few minutes the screen message changes to
SHUTTING DOWN
The laptop then restarts and the whole cycle repeats itself.
I have tried inserting the operating software disc and Dell driver disc but they do not interupt the loop.
I have removed the battery for 24 hours with no effect when restarting.
Anyone got any ideas?
