When you can't even get to the Safe Mode list of options then you are running out of options.
If you can get to safe mode, try the "Last Known Good Configuration" option and see if that works. If you see the Vista Repair option again, try that. But if not, then it looks like a reinstall will be the only option left to you.
If you have personal files on the disk you would need to retrieve, you can use the Ubuntu LIVE CD method. I've used that before and it works well, but only if the hard drive has not gone south. Ubuntu Live CD is the Linux OS distro fully enclosed on a CD. Slip the CD in, restart the computer, (the BIOS must be set to boot from the CD), and Linux will boot from the CD and not load any files on to the hard drive, and when it is loaded, you can use it's File Manager to find your files on the hard disk and copy them off to some other external media.
You say a full system restore from the backup. I'm not sure what backup you have. If you have the full Vista DVD then you could attempt a Repair Install. But if not, then what do you mean by backup? Cloned images, or Packard Bell Recovery Disks?

Whilst on-line earlier today Internet Explorer connection kept failing. My computer locked and I had to power it down manually. Later, when I attempted to switch it back on, it failed to reach the log in screen and the screen that was displayed suggested I ran Startup Repair, but it could not repair my PC automatically. I tried the recovery tools. Windows Mem D/Tool revealed nothing amiss. System Restore - indicates a S/R has been successful but when I restart and try normal mode it won't progress beyond the Microsoft copyright screen. On one occasion it did allow me to start in safe mode. For some reason, one of my security systems needed re-loading but this wasn't permitted in safe mode.
Is there anything I can do other that a full system restore from a back-up?
Any advice/guidance would be very welcome and greatly appreciated.
