Right-click the Start button and select "Open," then repeat for "Open All Users." All of the shortcuts you see in your Start Menu are divided across the two locations, with the first being seen only by you and the second applying to all users of the computer. Just create folders and arrange the shortcuts as you like and the changes will be immediately reflected in the Start Menu.
