Windows/Vista Microsoft.NET Framework 1.1, error 643

I have continually tried to fix the issue through Microsoft fix-it, etc. It still is UN-resolved, still will not install this... HELP !!! There has to be a way to do it.
subject: Microsoft.NET Framework 1.1 Service pack update FAILED. Error code 643.

Why not uninstall .NET 1.x? Few folk need it.
