Windows Vista

Hello -
1. Lately I have been getting a message either upon boot up or while switching from one site to another online that says:
Windows I.E.
Your last browsing session closed unexpectedly
- restore last session or
go to home page

I always close out of whatever I am doing before I shut down so I dont know why this would appear upon boot up or out of the blue while in between sites. Can someone tell me how to get rid of this - why is it happening?

2. Before I exit my email program, (maybe even when I exit internet explorer too I forget),anyway after I exit my email I get a message saying "you have unsent emails in your outbox do you want to send them now?" Meanwhile, I have no unsent emails. I dont know how to get rid of that message from coming up either.
Please advise.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
