Windows upgrade and floppy problems

I use windows 98 on an older model HP Pavilion with 433 celeron processor. I have a couple of questions. First, can my system be upgraded to a newer version and is my processor fast enough to support a newer version of windows?

Here is my second question. I have lost the use of my floppy disc drive. I took off the cover, cleaned it and blew it out with compressed air. On my system info page, I am told that the floppy is working correctly.
