Windows randomly starts acting wierd

Hello, i wanted to ask for help with a problem i've been having for ages, the issue is, at random times my windows starts acting up and eventually it will stop or sometimes i have to reboot my pc.
Here is the list of things that happen:
Caps lock works in reverse
alt tab shuffles through tabs last to first
trying to open opened windows like launchers or videogames makes it try to open a new window
whenever a link is clicked instead of opening in the current browser it opens invidual windows
and some things that i forgot

the make,model,age of the pc? if yes then its custom built with Gigabyte Z97P-D3 Intel LGA1150 Z97 Motherboard and its about 8 months old

That's one of those enduring Windows PC things. You can google how this has been around for decades. On it's own not a sign of much.

The Alt tab shuffle could be the keyboard repeat rate or user error. Here I have to be careful not to hold down the tab key too long or it will get into repeat mode. I must hold alt and tap tab.

-> Launchers? There's a clue. Not much but some folk download those malware packed Nintendo and other emulators. I'd like to know what this is.

As to the link opening, that is set per application. Not a Windows setting so Opera could be in same window, Edge in another tab and IE could open a new window altogether. Why? Because we've been asking that Windows and apps be configurable to what we want and not standardized.

Some of the things you mention I see controlled in my browser....firefox.
I have not seen my selections be random.
Perhaps try a different browser and see if anything changes.
