Windows put an alert on my background now i can't change it

I recently had an outbreak of viruses and spyware on my computer. Windows promptly changed my background to an alert telling me that my system has a spyware infection. I fixed all the problems and now I can't change my background. Windows won't let me even though I removed all the viruses and spyware. Any suggestions?
