Windows Photo Viewer Can't "Save As"

When I open pictures in Window Photo Viewer I don't have an option to "Save As" except when I use "make a copy" but then the only file format to save my pic in is the same file format it is already in. I remember I could do it. Also I don't have an "edit" tab (maybe never was there?)
How can I fix it?

Photoviewer's tools are limited. I generally only use it to re-orient photos people send which are sideways or upside down. It can't convert to other formats. Windows "Paint" can do some of that but it's also limited. Depending on your needs, you may need to shop for a third party application.
