For the same reason Android Phones are different from other mobiles (such as iPhones) and a Linux PC is different from a Windows PC: the OS is made by different companies. Why do you think they should be the same?
Hey,
As Kees_B said: Windows phones use a different operating system, and that makes a ton of small differences.
I find that the biggest advantage that a Windows phone has is the native Office apps, like Outlook, Word, etc. They're pretty good.
To me, though, the disadvantages are bigger than the advantages.
