Windows Microsoft Office 2007 Publisher issue

I have created a newsletter in Publisher 2007. it allows you the option to send it in an email. not as an attachment but as like a HTML type included and all. My problem is..i have been able to get it to send to my email account a time or two but for the most wont send. it says it was sent but when checking email account..its not there. i have sent it to several different accounts to make sure one doenst have some sort of a block on it. to no avail...i cant get it to send again or send when i click send in Publisher. Can anyone help me on this? these newsletters were created for a business and they need to go out at a certain date. so i need some pretty quick answers to try to resolve this. i like using the publisher but maybe if there is something better out there that is FREE to use as far as software and is simple to use..i am all open for suggestions. PLEASE help. i have spent many many hours trying already to make this work. Thanks, Debbie
