Windows Mail

Regarding Windows mail, I don't understand the point of the Spam Mail folder and the Junk E-mail folder. They fill up with stuff I have to view in order to mark them as Not Junk or Not Spam, which is fine. However, many of them that I send to my Blocked Senders list or "Send Domain to Blocked Senders List" keep showing up in the Junk folder or Spam folder, and many times even in my Inbox. I assumed that once I block senders and domains, that they won't show up at all anymore. Also, there are emails that keep ending up in either the Junk or Spam folder that I have repeatedly marked as Not Junk or Not Spam. Am I doing something wrong?
