Apparently if a Windows device has 6 consecutive errors over its lifetime, Windows will lower its speed for good. The problem is if you insert a scratched CD or something that causes an error, Windows will stupidly kick in a governor that slows down the read/write speed until the device is removed.
The article below tells you how you can check the speed of any media device (hard drive, CD, DVD player/recorder) that may be affected and how to fix it.
I don't know if Macs do anything similar but I hope not.
