Windows Mail was bundled with Vista indeed.
But Windows 7 has no bundled email, so you have to download an email program yourself. Microsoft recommends using Windows Live Mail, of course. Some users prefer MS Outlook or a third party mail client like Thunderbird. Others like Windows Live Mail. It's just a personal preference.
You can't get Windows Mail on Windows 7. Forget about that. Choose any other email program you like.
However, using the same pop3-account from 2 different PC's is tricky, to say the least. You noticed such already. Pop3 downloads message to the PC so they are gone for others (unless you set the account to 'leave on server'). And you'll never see any sent mail on any other machine than you sent it from.
The only advice that can be given here: switch to full webmail based mail if you want to be able to access all your mails from all your PC's and laptops (and other PC's) and forget about pop3.

I have two laptops. One is a HP Compaq with Vista home basic. The other a new Toshiba with Win 7. On the HP I have windows mail which works very well. On the other this Windows live mail rubbish!
I have noticed that I am not receiving a lot of my messages on the WLM yet ALL on the WM. Also I notice that if I reply to a message that has arrived on WLM I do not get a copy always in the sent items box!
What is going on. I want my WM back. Any help appreciated please.
