Windows Live IM wont download

Here's the scoop...No matter what I try I am unable to download Windows IM...I want to, because my friends are on there, and the support at msn sucks sense they think I am clueless about computers.

My PC is brand new

2007 Windows Vista Home Premium

300 GB of free HD space

Just been newly System Restored (So no, its not a virus or trojan)

Internet options are set to default

and on my other comp it does the same....does msn hate my IP address?
