1. Unplug all USB DRIVES and extra devices (printers, etc.) then Boot to Safe Mode (how is on the web) then when Safe Mode is up, reboot again. Do not shut down and then power up as this is well, complicated to explain why this changed in 10.
2. If idea 1 fails, do a CHKDSK /F /R /X on all drive letters. Be sure that you have time for this to complete.

Windows Installer is constantly running. I can not end the task, and I can not install anything new since it keeps stating that another installation is running. Any suggestions? Thanks.
