You can try the Windows XP article on the issue, with most instructions applying to Windows 7 as well. Note, however, that "\Documents and Settings\" has been replaced by "\Users\" and that Windows 7 uses Windows Installer 5.0, which is not available for independent download.
Aside form that, try running System File Checker from the command prompt using the command sfc /scannow (with the space).

When I try install any sofwear that uses the Windows Installer (Itunes,Java etc) I get the error message
This installation package could not be opened.Verify that the package exists and that you can access it,or contact the application vendor to verify that this is a valid Windows Installer package.
