Windows Installer doesn't work - error 1719

I'm using Windows XP Media Center Edition, Version 2002, Service Pack 3. Computer - desktop Hp Pavillion a1440n.

Recently I was trying to install Nikon Transfer program, but was unable to do it - I was getting Error 1719 message, saying that Windows Installer is not correctly installed. This is not a new computer, so I've done already many installations of various programs on this computer, but this happens only with this Nikon program.

In order to fix the problem, I tried the methods listed at site.

I started with article 315346 and when I downloaded Windows Installer version mentioned there - 3.1 v2, but when I tried to install it, I got a message: "Setup Error. Setup has detected that the Service Pack version of this system is newer than the update you are applying..."

So I looked for newer Installer version - it was v. 4.5. I downloaded it and installed it.

It didn't help. I still can't install Nikon Transfer.

While analyzing other articles at the miscrosoft support site I found
a tip on how to search for msiexec.exe - Microsoft's article 324516. I was surprised to find 7 (seven) instances instead of one (should be in \system32 directory). Is it possible that it is causing the problem?

Anyway, please help as I'm still getting the 1719 error and can't install the Nikon transfer program. Thanks in advance.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
