Windows freezing

Hey. When I start up my computer it freezes at preparing automatic repair. This keeps me from starting up or getting into safe mode.
I'm running Windows 10.
Steps I have taken so far:
remove all usb devices.
Replace video card with working one.
Replace hard drive with working one
Enter bios and disable fast start up.
None of these has had an effect. This means it's one of my pieces of hardware that I haven't changed maybe? It a getting power so I'll guess it's not power supply. It's not running hot motherboard temp 30c. So is it ram, motherboard, cpu something i cant think of or evil gremlins?

How do you determine it's getting power?

Just because you hear a fan running? Is the only fan running the one on the PSU?

Bios shows the cup can running at 1415 rpm. Cha1 fan 1104 rpm. Computer lights inside all working. Keyboard and mouse lights getting power and working. And obviously I can get into bios. So I'm guessing I have power. I'm not too good with this stuff but I'm trying to reason it out.

Hey sliv15y. Have you tried updating your bios? Try that and let me know if that fixes it for you. You should also update all your drivers once you get into windows and perform all the security and windows updates that may be available. Cheers!

Using an AMD processor? Did you get the latest upgrade in past 2 days for the Meltdown fix for Intel processors?

Intel chip

So does his mean if I replace the chip my computer will not longer get stuck as it starts Windows?

You couldn't use Intel on that motherboard anyway. Have you heard about the Meltdown and Spectre problems? Only one of three variants affect AMD processors. Read more in this thread. I was wondering if you'd gotten the latest update from Microsoft which is aimed at Intel processors, but having adverse effect on those with AMD processors.
