Windows features disabled

When I now open programs and features through the control panel no applications are shown. Instead a message reads, ?Your system administrator has disabled programs and features? Under the system configuration editor I am also getting a message C:\windows\system.ini cannot open this file. I am using a HP computer, model a5020a, RAM 447MB, 32-bit operating system, and Vista home basic.

Not that I am aware of. My computer i ssolely for home use

When you install Vista or purchase a computer with Vista preinstalled there is, by default, a single administrative account. After that you can create additional accounts for other users, be them fellow administrators or 'standard users.' An easy way of checking is to go Control Panel->User Accounts->User Accounts and see what you're listed as. If it doesn't name you as an administrator you'll need to log out (or switch users by pressing Windows + L) and log into an administrative account. From there you'll have full control over installed software. If you are logged into an administrative account and rebooting doesn't correct the problem let us know and we'll try to troubleshoot the problem.
