"Windows could not start because..."

first I am running win xp pro.w/ goback3. During a restart and after the goback screen. Before anything else I get a black dos screen with the following message: "Windows could not start because of an error in the software Please report this problem as: load needed DLL for Kernel. Please contact Support Person to report this problem."
New! I found this error message in my event viewer is it relavent to my problem?

Then, I touch any key and it reboots. Sometimes it boots fine but other times feezes before the boot.ini pic with the progess indicator at a blank screen. And I have to push the reset button on the machine. and so on

yes but it was happening before and after I disabled it

1. There doesn't seem to be anything written concerning WinXP on the MSKB which was obvious when using the URL furnished in your message, but if you'd like to browse through some articles concerning the error "Event ID: 7026". Then for "Service Control Manager", this link.

2. "DevCon" is a Command Line utility which can be downloaded which acts as an alternative to Device Manager. It allows a user to enable, disable, restart, update, remove, and query individual devices or groups of devices and provides information relevant to the developer.
