windows could not start????

i have a computer its my kids so they only use it for kids websites so i dont have any important files but its giving me an error that says Windows could not start because the following file is missing or corrupt:\windows\system32\config\system
You can attempt to repair this file by starting windows setup using the original setup cd-rom select "R" at the first screen to start repair. but i dont know where to get this cd-rom and the computer doesnt let me do anything but F2 and F12 i need help please. thank you.

Most likely Dell. It's the cheapest alternative as the full OS is close to 200 bucks.

Go to Dell.com and enter the SERVICE TAG and see if there is a link to order the media. If not, try their chat button or just call it in to ask.
