Windows block local html, xml files

Hi,
When I open xml or html files from local machine, a yellow bar appears at the top of IE. It says that "Internet Explorer restricted this file from showing active contents bla bla....".
I need to click that I then click Allow Blocked contents.
If I open the same xml file from network or from http path, it doesn't show the same bar.
Is there any setting to avoid this?
I use genuine WinXP with SP2, online update.

Local Intranet?

Is this a setting in IE > Tools > Internet Options > Security > Local Intranet? Possibly something has been included there.
