I know why but have no solution. Let's go with what I know.
Prior to Windows loading the BIOS has code to emulate PS/2 keyboard and such until Windows gets on its feet and loads a few drivers. Including the ones for this card. Since the BIOS can't use these ports, any USB keyboard on the PCI card won't work till later.

A while back, the main USB ports that are attached to the motherboard died and are not recognized by Windows. Only one sends power to a device and Windows bluescreened shortly thereafter. So I went and installed a PCI USB card. But the BIOS and Windows do not recognize USB devices until I get to a desktop or login screen inside of Windows. Is there any way for the computer to recognize these devices from the PCI card?
(I can get into the BIOS, I still have an old PS/2 keyboard lying around)
System Specs:
Asus A8N-VM CSM Motherboard
Windows 7 Home Premium Service Pack 1 (All updates)
1 GB RAM
IOGear made the USB card. There are four external ports and one internal port.
