However, it seems normal that installing is a machine thing, not a user thing. So do Zonealarm and eSafe work, anyway. Once installed by any user, they appear with every user. And the default user (which is the user you get into if you press cancel at the logon screen) is a kind of user.
A few suggestions:
1. Does Norton appear (what exactly?) if you logon as the default user by pressing cancel?
2. Is Norton running in the background (press control-alt-del, maybe, or run msinfo32) when logging on as a default user, and as a normal user?
3. Add some startup process only (with regedit) for each user (clumsy, to say the least)? Or (equivalent) put some shortcut in the startup groep for 'all users'?
4. Try reinstalling Norton logged in as those users? Might be difficult.
