1. speed
2. cpu scheduling
3. memory consumption
4. performance from post to desktop
5. performance
6. installation of os
7.scalability
8. cost

That's been done before. As neither are sold today how can you determine COST.

Also, given how most can't install Windows properly is that a factor in your cost?

Can you tell why you want to know it?

If just for yourself, don't hesitate and start experimenting, although for some of your questions you'll have to do some research in the literature. Use a typical 2002 PC to do your experiments. Windows 95 will not install on a new one, for several reasons.

If it's for your work, tell your boss to dump any Windows 95 PC's he still has, regardless of the outcome of any of those questions. That makes them irrelevant.

If it's for school, tell the teacher this questions are ridiculous now. We're in 2010. Moreover, we don't help with homework and assignments.
