System restore
Sep 6, 2013 4:39PM PDT

Hi shuki3,

Since when you are facing this issue?

Try System Restore to restore the computer to an earlier date.

To restore your PC using System Restore, open run window -> type rstrui.exe to open System restore window. Follow the on-screen prompts to restore the computer back to a working date.

Hope this helps.

Thanks and Regards,
Appu S

I can't offer more than try a new user account.

"it doesn't work" is good to know but without details, I'm going to write you may want to make this a warranty issue. There's a defect so have them support you.
