I've yet to find that out of the box that such folders would be on the internet. Something is horribly wrong here. I've only setup a few hundred 8/8.1 PCs so I can't guess what is different on your setup.
As to what's hacked your machine I can't guess given the details but something is very bizarre about your setup or it's just infected.

I was forced to buy a new laptop because the
shift @ key on my laptop would not work and I could
not get into my laptop. I bought a Dell Ispiron 15
3000 series with Windows 8.1 installed because I did
not want to pay a lot for a laptop and end up like
the Acer I could not get into.
I turned the computer on and it started the process
of setting up Windows. I connected to my wireless
network. I had tried changing my email passwords in
Outlook but was unable to on the other laptop.
So when the Dell started setup it started at the same
request for confirming email address and they would
send a code. It sent one but it would not let me
change my password or activate my old password so I was
unable to create Users for Windows 8.1.
I was able to create a User without a email and that way
was able to setup email.
I then turned off Remote Access, file sharing and remote assistance. I had overlooked remote desktop and had not
realized that firewall was accepting all incoming
connections.
Making a long story short I realized that when my computer
setup Windows, it set it up so I would be accessible to
internet and that everyone could access both the Standard
user and the Administrator files. They could alter and delete
files. I thought these things were turned off by default and
my files were being deleted before my eyes. I disabled incoming
connections. I unchecked allow other user to control and disable
internet connection.
I have Google Chrome, Mozilla Firewall and Opera installed on my
computer. I try using them to either download or go to websites. Using them I get unable to find webpage or server not found depending on what I'm doing. When I use Google or Bing to search for programs, I am taken to specific download sites. I am told by my Anti-virus software that they have trojans or are infected and will not install. I have downloaded a fourth browser.
Even though I have closed access to my computer my server now denies me access.
I suspect I am a victim of no ordinary hacker. Am I right?
