Windows 8.1 Start Screen?

I am using Win 8.1 on my HP Desktop computer. I have my settings to Open to the Start Screen. However, whenever I open a Windows 8 App (like Mail, People, Games etc.) when I close them it automatically reverts me to the Desktop (Even though I was on the Start Screen when I opened it.) How can I get it to stay on the Start Screen when closing a Win 8 app?

If you go to the taskbar properties

If you go to the taskbar properties, on the navigation tab, the first option in the "Start Screen" list: Is it checked? If yes, try unchecking it and hitting the OK button.

No the check box is blank (not checked) for: "When I sign in or close all apps on a screen, go to the desktop instead of Start"

Just as a test, check it, hit apply, then uncheck it and hit apply/OK. Every now and then you'll find there's a disconnect between what you see and what you get. It probably won't help, but it only takes a couple of seconds so it's at least worth taking a crack at it.
