Why not configure the network and browsers to not use a proxy? I haven't set up a proxy in over a decade (although I keep having to remove them.)

I have a new machine running Windows 8.1.
I am having a problem with a proxy server. When I try to access any of my IE driven tiles on the home screen I get a proxy server error.
I check the PC Settings and Network connections and I do find a Proxy Server turned on with an address and a "loop back" description.
I turn it off and the IE tiles work. However once i sign out and in or power off and on its backs.
i suspect a virus. I have Mcafee and I installed Hitman and Malware to try to remove the proxy server. They ID the proxy server but do not remove it.
Any help is really appreciated!!!!
