Since I don't see a full model number I can't see if there some user document on clearing it.

One day, I started my laptop; instead of seeing the normal boot-up screen, I was greeted by a screen in the same font and style as the image attached. It was an options menu that asked to set the password, date, and time.
I thought that it was a weird reset screen and that the computer had some kind of a rare glitch. Anyway, thinking this, I set my password to my the password I use in the normal sign-in page (non-Microsoft account). I set the date and time manually. Then, I saw a "Skip" button on the lower-right corner of the screen.
The events that followed were usual. I saw the regular sign-in screen and signed in. A few hours later, I shut off the laptop.
The next time I booted it up, I saw this screen (in the same font and style as the options menu). I had not seen anything before this (no load screen). The screen asked for the password. I entered my password. I saw the normal boot-up screen (load screen) as well as the normal sign-in screen. I put my password in, and the screen went to the Start Menu.
I have done this process for at least a month now. It has become very annoying for me.
