Windows 8.1 crashes when wifi is turned on

when i turn the wifi on the system crashes and keeps restarting utill i turn it off , also i tried refreshing the pc , it says files are missing and cannot do so , *** should i do

Can you tell more, such as (for a start):
- Laptop or desktop?
- Make and model?
- Did it originally come with Windows 7, Windows 8 or Windows 8.1 ?
- What changed since it last worked?
- What do you do to turn of WiFi?
- What is the exact message Windows gives. I don't think it is "files are missing and cannot do so".

laptop
hp dv 4
windows vista , i purchased windows 8 and then upgraded to 8.1
- have the touch sensitive button which i use to turn it on or off
when i turn it on the laptop crashes , says there is some serious issue
message is - some files are missing , and it ends there itself instead of refreshing .

That's clear. It worked in Windows 8 and it doesn't work any more after you upgraded to Windows 8.1.

Then all you can do is to contact HP Customer service or look on their support website if they have a solution. Most likely that would be a Windows 8.1 compatible driver for your dv4. Since the model is more than 5 years old already, that's somewhat doubtful.
If no solution: back to Windows 8.

You told you had Windows 8 disk. That seems quite useful for this.
